A client describes the required skills and team shape; Toptal's internal experts clarify the requirement and its matching team identifies people from the network. Toptal's official screening page says applicants are evaluated for expertise, professionalism and communication, and states that typically fewer than 3% are accepted. That is Toptal's own current claim, not an independent finding by Digital Arrow.
Digital Arrow has two distinct offers. Its software lets a company publish jobs, receive registered or guest applications and move candidates through independently configurable job pipelines. Its managed recruiting service is a human-assisted process whose role definition, screening, shortlist, interview, commercial scope and any evaluation period are confirmed with the client. Software subscription terms do not automatically define the managed service, and the existence of an evaluation page is not a universal free-work promise.
Which is the better fit?
Toptal is the clearer fit for a buyer seeking freelance developers, designers, product or project professionals, management consultants or other disciplines that Toptal currently supports. It is particularly relevant when the buyer prefers a network-and-matching model instead of attracting an open pool and operating every recruiting stage. The official pages describe individual freelancers and cross-functional teams, but exact availability depends on the request and network at that time.
Digital Arrow is the clearer fit when the buyer wants to own the applicant pipeline, accept applications to its published roles and reuse the workspace across hiring and operations. The separate managed service may fit a company that wants human recruiting help, but Digital Arrow does not claim Toptal's network, acceptance rate, response time or talent categories. Digital Arrow's verified behavior and boundaries
Within the software, a registered candidate can apply with a saved CV and a guest can provide contact details with a CV or LinkedIn profile. Recruiters control the job pipeline. There is no current claim of automated talent matching, candidate ranking or machine-made hiring decisions. Reusable questionnaires can collect text, one-choice, multiple-choice and optional timed video responses, all interpreted by a person.
Digital Arrow's optional recorded video format does not include live meeting scheduling, transcription or automated video evaluation. Company membership has two presets: Manager with full company access and Employee with that person's own time and leave area. Teams that require narrower, custom access scopes should treat that as a product gap rather than infer controls that are not present.
Project time can be recorded manually or with a timer. Ordinary time entries do not have a manager decision state. A user may choose entries while creating an invoice, manually provide an hourly rate, edit the lines and export a branded PDF. Invoice status is maintained manually. Electronic-signature contracts and scored onboarding assignments are separate modules and do not create an automatic personnel chain across the product.
